Challenge

University of Colorado Boulder owns 308 acres in south Boulder near the South Boulder Creek. Situated in Boulder County, the property is adjacent to the City and is eligible for annexation into the City. The large property has the capability to provide significant flood mitigation to downstream City of Boulder residents. While CU has no intention to develop the property at the moment, the City has asked CU to annex the property into the City and provide a portion of the land for flood mitigation purposes.

Approach

Trestle is guiding CU through the City of Boulder’s process and is helping CU negotiate the terms of the annexation agreement. The university purchased the property in the mid 90s as a long-term landhold to meet their unknown future needs and has no predetermined plan for the property at the moment, other higher level CU planning initiatives and master plans are needed to prior to identifying the exact use and scale of CU Boulder South. Trestle has facilitated meetings between CU and City decision makers, held community engagement meetings to better understand neighborhood concerns, and walked the property with City Council members to communicate key topics on site.

Result

Trestle continues to guide CU through this complex annexation process.
